In enacting HIPAA, Congress mandated the creation of Federal standards for the security of electronic protected health information. The function of the Security Rule is to ensure that every covered entity has implemented safeguards to protect the confidentiality, integrity, and availability of electronic protected health information.
Health care providers, health plans, and business associates have a strong tradition of safeguarding private health information. However, in today’s world, the old system of paper records locked in cabinets is not enough. With information broadly held and transmitted electronically, the Security Rule provides clear national standards for the protection of electronic health information.
